African slaves were expensive (50 sterling in late 1600's). Irish slaves were relatively cheap (5 sterling).

If planter whipped an Irish slave to death, ain’t
crime. Death was monetary setback, but cheaper than killing expensive African. English
masters began breeding Irish women for personal pleasure and profit. Slaves Children
were slaves, which increased master’s free workforce. Because Irish slaves were
cheaper, investment loss from torturing and killing them ain’t considered deterrent.
In ironic twist, this caused some to recommend importing African slaves instead
for humanitarian reasons.
